Modi hails Upper House, seeks cooperation of Elders on Bills

As the first lap of the budget session ends next week, the Centre began fresh efforts to ensure passage of various Bills in Rajya Sabha, where the ruling party is in a minority. In his reply to the Motion of Thanks to the President, Prime Minister Narendra Modi asked Opposition members to cooperate with the government to pass legislations.

Upholding the importance of Rajya Sabha, the Prime Minister invoked Jawaharlal Nehru and said passing Bills was important in a functioning democracy. “We have been running Parliament this session smoothly. For this, I would thank the Opposition for carrying forward the President’s message. The impact of the President’s message is a matter of pride for us,” he said.

Claiming that things had improved in Parliament, he said members do not hesitate to sit for long hours for debates and discussions. “Even after the late sittings, the members were enthusiastic and excited. Because, after a long time, they got an opportunity to express themselves in Parliament and to put through their views across,” he said.

“The Question Hour is a good opportunity for members to keep the government, ministers and the executive on a tight leash and ensure accountability which is greatest strength of democracy,” he added.

The Prime Minister said there was an increase in answering starred questions in this session. “Now, ministers and officials are forced to make preparations for replying in Parliament. This is the strength of democracy,” he told elders, adding that “Development in fits and starts is not enough. Such an approach will leave us far behind. We need to move from incremental to quantum jump.”

Modi said whatever Rajya Sabha decides is important for the country. “This is the Upper House. When great people move, others follow them… Whatever happens in this House (Rajya Sabha), its impact is felt on Lok Sabha, Assemblies and Municipal Corporations. So, we should think how to create an atmosphere by which democracy can be strengthened,” he said, urging the Upper House to pass Bills, such as GST Bill.

“If there is no coordination and cooperation, then difficulties will increase. Nehruji had this concern…. Hope we pay attention to Nehruji’s concerns and clear all pending Bills. There is a good atmosphere…By passage of the Bills, the country will get momentum,” Modi added, reacing out once again to the Opposition.
